Cutting weight?

It has been mentioned that cutting more than 3% of bodyweight can have large effects on performance. Does this apply to weighing in directly before a competition? What about early weigh in of 15-24 hrs before comp? How much bodyweight (H20) can be successfully lost and restored in order not to hinder performance?
