This exercise is from bruce lee's book couldn't understand it! And it's written in two diffrent way but still couldn't understand it!Can anyone help me I think here are the smartest people when it comes to training

This exercise build strongs wrists, forearms, biceps, triceps, and brachialis muscles.the dumbbells are simultaneously rotated in vertical circles in front of the body, with the wrists turned up at the bottom of the outward arc and turned down on the inner arc.

In addition to the biceps, dumbbell circles work the forearms and also the wrists, tricep, and brachialis. The Dumbbells are alternately rotated in full, flat circles in front of the body, with the wrists turned up at the bottom on the outward arc and turned downward on the inner arc.
